The Ministry of Territorial Policy and Democratic Memory has accepted the project for the reconstruction of the northern area of El Xenillet and San Luis Beltrán, in the Poyo and l’Horteta ravines, a key initiative following the damage caused by the DANA storm on October 29, 2024. The maximum eligible cost has been set at €35,963,441.16, a figure matching the maximum allocated subsidy.
The valuation report, prepared by engineer Juan Chiquillo Ferrándiz, not only plans to repair the damage from the flood but also to enhance protection against future flooding events. It acknowledges that existing structures were insufficient, thus the intervention incorporates preventive solutions. The execution budget for the works amounts to €34,895,453.44, plus an additional €1,067,987.72 in eligible expenses.
The intervention primarily focuses on the El Xenillet neighborhood and the area around San Luis Beltrán street. The project plans to address approximately 1,849 meters of riverbanks with various stabilization solutions, including slope stabilization, flood protection, road urbanization, and landscaping. Demolition of some structures is also foreseen.
The works are divided into five sections. Section 1 (370 meters) involves channel stabilization with engineered riprap and concrete (€2,671,082.71). Section 2 (275 meters) includes a gravity stone wall (€2,089,185.44) and specific intervention around the old Alaquàs bridge (€431,199.58) to protect its foundation and prevent erosion.
Section 3 (639 meters) projects a gravity stone wall (€4,965,006.15) between the old Alaquàs bridge and the CEIP Juan XXIII footbridge. Section 4 (355 meters) includes two gravity stone walls (€2,775,839.05) and the demolition of a building on Maestro Fortea street. Notably, the intervention on Llíria street features a landscape berm and road level elevation (€868,861.10 for protection and €1,318,189.16 for redevelopment).
In Section 5, along the l’Horteta ravine (315 meters), stabilization with riprap will be carried out (€4,420,445.86), along with repairs to the urbanization of Barranc de l’Horteta street (€753,464.88). The Carrer del Barranc will also be redeveloped (€704,931.15).
The rehabilitation of the municipal road to Picanya (CV-4064), affected by the DANA, includes a new wearing course and drainage cleaning (€396,192). Additionally, green spaces will be restored, such as the one on Mineta street (€261,619.75) and Maestro Fortea street (€828,811.37), with €1,749,808.54 allocated for the replacement of surfaces and urban services.
The base tender budget for the works is €34,895,453.44, reaching a maximum eligible cost of €35.96 million. An execution period of 24 months is estimated.
The construction project and contracting of the works will be handled by TRAGSA. The ministerial resolution is conditional upon final authorization from the Júcar Hydrographic Confederation (CHJ), which must give its approval before work can begin.

The comprehensive action aims not only to repair damage but also to adapt infrastructure to new safety conditions, such as the landscape berm on Llíria street, responding to the scale of the damage caused by the DANA.
