Valencia updates municipal market regulations to allow opening on holidays

The new ordinance limits the sale of non-food products and regulates coexistence and generational turnover.

The Governing Board of Valencia City Council has approved a new ordinance that modernizes the operation of municipal markets, allowing them to open on holidays and limiting the sale of non-food products.

The regulatory text, drafted in collaboration with the Confederation of Traditional Markets of the Comunitat Valenciana, establishes that non-food sales stalls cannot exceed 10% of the total. For this calculation, specific spaces such as outdoor stalls, the Torrefiel commercial gallery, and the Plaza Redonda market are excluded.
Regarding opening hours, a general window has been set between 7:30 AM and 3:00 PM, with a minimum of six hours of activity, although adjustments will be allowed based on the needs of vendor associations. Activity on holidays will be permitted, except on specific dates such as January 1st and 6th, May 1st, October 9th, and December 25th.
The regulations also introduce changes to coexistence, prohibiting entry with animals—except for guide dogs—as well as entry without footwear, without a shirt, or with vehicles such as bicycles and scooters. Furthermore, the ordinance aims to prevent speculation with concessions by prohibiting the transfer of ownership during the first year of obtaining the license.
Finally, measures have been incorporated to facilitate family reconciliation and generational turnover. Stalls may be attended by direct family members, provided they are registered with the Social Security, and procedures for the transfer of concessions in cases of permanent disability or unforeseen family circumstances have been clarified.
