Moncofa Campsite Seeks to Regularize Activity After 30 Years

The 'Los Naranjos' complex has initiated procedures for a Declaration of Community Interest to urbanistically cover its facilities.

The Los Naranjos campsite, located in Moncofa, has begun the process for a Declaration of Community Interest (DIC) to urbanistically regularize its facilities, which have been operating for over thirty years on non-developable land.

The tourist complex, occupying 25,000 square meters and featuring 144 plots, 44 bungalows, and a capacity for 432 guests, now seeks urbanistic coverage for an activity that began in 1994. The DIC application has been published for public review in the Official Gazette of the Generalitat, opening a period for potential objections.
Initial works concluded in 1993, and the City Council authorized the campsite's operation, along with a restaurant and supermarket, in 1994. Over time, the facilities have evolved, with license requests for new constructions and expansions, although sanctioning proceedings have also been opened for works carried out without the required permits.
The company and the land changed ownership in November 2024, when a new manager took over the activity's continuity and regularization process. The two affected plots total 32,933 square meters, but the DIC is limited to the 25,000 meters already recognized in the original license.
Currently, the campsite has 144 plots (100 for tents, caravans, and motorhomes, and 44 occupied by bungalows), in addition to three aquatic areas. The complex includes a reception, restaurant, restrooms, laundry facilities, first-aid station, miniclub, and other utility rooms, with a built area of 3,346 square meters.
The regularization covers constructions prior to 2014 and subsequent improvements, such as the miniclub expansion and the construction of five more recent bungalows. The project argues that the increase in built area remains within the 20% limit allowed by regional regulations for improvements.
Due to its proximity to the coast and the Belcaire River, a hydraulic study has been conducted to address extreme flood scenarios. A wall between 50-60 cm high is proposed to protect the site, preventing water from reaching the accommodations.
A small overlap with the Marjal de Almenara, a special conservation area, is addressed in the landscape study. Most of the activity is concentrated in a less restricted zone, and the plan is to maintain existing trees and use natural materials to minimize visual impact.
The campsite, connected to municipal networks, estimates an annual water consumption of 9,583 cubic meters. The facility combines conventional supply with 262 photovoltaic modules. The staff linked to the activity comprises 21 workers.
The valuation of the facilities amounts to 869,900 euros, resulting in an urbanistic fee of 17,398 euros. The company requests a 50% discount for job creation and local economic impact. The DIC would have a validity of 30 years.
