The Mayor of Castelló, Begoña Carrasco, presided over the ordinary July municipal plenary session, which began with a message of support for those affected by the fires around the Serra d’Espadà. Carrasco conveyed the Corporation's and all Castellón residents' support to the neighbors affected by the fires, expressing the hope that the fire will be controlled "very soon". She also thanked the institutions, media, and especially the municipal firefighters for their work in safeguarding lives and property.
One of the main agenda items was the punctual modification of the Structural General Plan, related to sheet C-A-23 of the Catalog of Protections, affecting the renovation project of La Pèrgola in the Parc Ribalta area. The Councilor for Heritage, Vicent Sales, explained that the initiative aims to solve problems inherited from the previous government and adapt the building to the protected environment, removing the requirement for its demolition. The proposal was approved with votes in favor from the Government (PP and VOX) and against from PSOE and Compromís.
The plenary session also approved the second credit modification to the 2026 municipal budget, mobilizing over 3 million euros. The Councilor for Finance, Juan Carlos Redondo, highlighted the allocation of 1 million euros to strengthen the Social Welfare area, 300,000 euros for Security and Local Police, and funds for modernizing the administration and digital services. Funds were also allocated to agreements with the Coto Arrocero Irrigators' Community and neighborhood associations, as well as over 360,000 euros for culture.
With unanimous agreement, a motion was approved for the creation of a Municipal Plan "Castelló Without Asbestos" and an institutional declaration to request aid for the elimination of asbestos in buildings and agricultural/industrial facilities. The Councilor for Urban Planning, Sergio Toledo, emphasized that the municipal government supports initiatives that improve citizen health and the rehabilitation of the building stock. The Generalitat Valenciana, Provincial Council, and Spanish Government are urged to create aid lines for the removal of this material.
In an extraordinary session, a joint institutional declaration was unanimously approved to strengthen the fight against fires, urging the Spanish Government to increase the number of amphibious aircraft and brigades, and the Generalitat Valenciana to reinforce fire prevention and forest management resources. The mayor thanked all political groups for their unity on this matter.
Finally, approval was given to ratify Castelló's adherence to the Spanish Association of Destinations for the Promotion of Gastronomic Tourism. An institutional declaration was also approved to guarantee the labor rights of parcel and courier delivery workers, requesting an extraordinary labor inspection campaign.
