The aim is to discourage the unjustified vacancy of residential properties and promote the supply of affordable rental housing, as part of the new Municipal Housing Plan.
The proposal includes progressive surcharges on the IBI for residential properties owned by those holding four or more properties that remain permanently unoccupied without justified cause. The surcharge will be 50% for homes vacant for over two years, and 100% for those vacant for over three years. An additional 50% will be applied to owners with two or more unoccupied residential properties.
To determine continued vacancy, the council will consider indicators such as municipal registry data and utility consumption (water, electricity), always providing a prior hearing to interested parties and considering justified causes like work transfers, health, renovations, legal disputes, or properties offered for sale or rent within regulatory periods.
As an incentive measure, a 95% discount on the full IBI quota will be introduced for residential properties designated for rent with limited or regulated income, aiming to facilitate access to affordable rentals.
These tax modifications are part of the global strategy of the new Municipal Housing Plan, which will combine fiscal, management, and promotional instruments to revitalize the local residential stock.
The municipal government emphasizes that the fiscal adjustment is not for revenue generation but for residential market revitalization. In fact, the general IBI rate remains frozen, ensuring that Alaquàs families will not face an increase in their usual tax bills.
