The housing crisis in Valencia is intensifying, making access to property difficult and challenging authorities to expand affordable housing, especially public housing. In 2024, there were 41,000 registered applicants, a figure contrasting with the limited growth of the public stock. The Valencian Land and Housing Entity (EVha), under the Ministry of Housing, only added eleven new properties in 2025, bringing the total to 14,093 units.
These homes come from the recovery of properties with prematurely resolved purchase agreements. EVha's management report shows a decrease in the rate of new homes added to the public portfolio. In 2024, 225 homes were added, fewer than the 433 in 2023. In 2023, the right of pre-emption and redemption was used for 57 properties, a tool the Valencian Generalitat has not employed since 2024.
The report acknowledges the "absence of a public protected housing stock capable of offering a solution tailored to citizens' needs." The public stock managed by EVha has been declining: from 14,776 homes in 2023 to 14,282 in 2024, and 14,093 by the end of 2025. Of these, 11,772 are for rent and 2,321 are in the process of being purchased, approximately 16.5% of the total.
The situation stems from the historical configuration of the portfolio, with rent-to-own contracts that have led to some homes becoming owner-occupied. Additionally, EVha demolished a residential block in Algemesí, the land of which was ceded for a temporary school.
The Generalitat is relying on the 'Plan Vive' to increase supply, aiming to build nearly 10,000 new protected homes. The plan includes 6,000 on public land and 4,000 on private land, through land swaps for future construction. As of May 2026, 4,121 protected homes were in the process of being tendered or under construction, 41% of the target.
Another persistent issue is irregular occupation. During 2025, EVha conducted 11,142 inspections and detected 186 new irregular occupations, an 8.14% increase from the previous year. It is estimated that around 1,800 homes were irregularly occupied in 2024. 202 administrative proceedings were initiated to recover ownership or possession of properties due to death, abandonment, or occupation by third parties.
