The regulation, agreed upon by the government partners, establishes the exclusion of structural social services and aid for those without legal documentation, except in cases of vital urgency. Additionally, a minimum period of residency and territorial connection has been set to qualify for these benefits.
Regarding the Valencian Inclusion Income, habitual residency requirements have been tightened. The new law will require three years of continuous registration immediately prior to the application, or ten years within the previous thirty, to ensure resources are allocated to those with verifiable roots in the Valencian Community.
Furthermore, an express ban on the use of niqabs and burqas by public employees during working hours has been introduced. The goal of this measure, according to the text registered in the Corts, is to guarantee the public's right to visual identification of staff providing public-facing services.
