The Càrcer City Council has successfully concluded the municipal strategy «Càrcer, clar i transparent». This initiative has substantially transformed the visibility and accessibility of public management in the municipality, overcoming the barriers of technical jargon and bureaucratic complexity. A renewed, intuitive, and open web platform has been made available to residents, facilitating direct understanding of community decisions.
The project was carried out thanks to subsidies from the Provincial Council of Valencia and the Generalitat Valenciana, aimed at municipalities with a population under 20,000 inhabitants to promote citizen participation, transparency, and good local governance. The Càrcer City Council received two grants: 2,500 euros for updating the Transparency Portal's content, and 3,500 euros for web improvements and viewers.
Among the implemented actions are the comprehensive audit and complete update of the Transparency Portal, the Electronic Office, and the institutional website. The Council has adapted its content to current legislation and significantly increased its compliance score regarding the 54 criteria evaluated by the Infoparticipa Map methodology, homogeneously structuring information on political representation, administrative organization, personnel, regulations, agreements, and public aid.
Furthermore, two new public consultation technological tools have been launched: the economic viewer and the contracting viewer. Integrated into the web portal, they transform extensive budget lists and administrative files into dynamic graphics and filterable interactive tables. Residents can now check in real-time how public resources are invested, the amounts of expenditure and income, and the identity of companies awarded municipal works and services.
Through these communication actions focused on accountability, Càrcer has consolidated a sustainable and participatory open government model serving all citizens.
