Following the failure of a previous project with a private operator, this new proposal, presented by the owners themselves, aims to revitalize the last undeveloped plot on the coveted frontline of Levante Beach. The site, which until this week served as a dissuasive parking area, will host a new building on the location of the former residential complex Las Terrazas, built in 1964 and demolished in 2014 due to a declaration of ruin.
The initiative is being managed through an Isolated Action Program (PAA), a key urban planning instrument for construction and the organization of future horizontal property. The proposal is supported by more than three-fifths of the owners and their participation quotas, according to municipal technical reports.
The admission for processing does not imply immediate authorization for construction. The Community of Owners has three months to submit the complete PAA documentation, including technical and economic alternatives. Subsequently, the horizontal redistribution project will need to be processed, approved by the municipality, and registered before a building permit can be granted.
The plot has a long urbanistic history, having been declared legally ruined in 2000 and subsequently demolished. A previous attempt at urban development, promoted in 2021 by an external company, was archived in 2023 due to the withdrawal of support from the owners' community.
The future construction must comply with various sectoral conditions, such as the risk of geomorphological hazard according to PATRICOVA, the maritime-terrestrial protection servitude, and its proximity to the Cañada Real de la Cala. The project will also need to detail the distribution of rights and burdens among the owners, who will bear the costs of the program and urbanization works.
