Administrative delays for municipal projects are once again a reality in Elche. While the local government awaits the resolution of an administrative appeal that has been ongoing for three months regarding the new cleaning service for schools and municipal facilities, the Contracts Tribunal has maintained the provisional suspension of another significant initiative in the Raval-Portes Encarnades area: the sports complex.
The second-highest bidder in the tender, Diferencial XXI Ingeniería SL, filed a special appeal in June that directly and provisionally halts the administrative procedure to prevent potential irreparable harm. A-Ingenia Research and Consulting had been proposed as the contractor in May for nearly 170,000 euros for the design and construction management of the sports complex. The appeal remains active as August begins, over a month and a half after it was filed.
The project, which will include a swimming pool requested by residents (with construction planned for the 2027 budgets), a skate park, a speed court, multi-sport courts, petanque courts, paddle tennis courts, pickleball courts, a climbing area, a calisthenics zone, changing rooms, multipurpose rooms, a canteen, and parking, will occupy a 16,300 square meter plot in sector E-15. The swimming pool alone will cover 4,750 square meters of this area.
The deadline for the contractor's design and delivery, now suspended, was two months. It remains to be seen how long the tribunal will take to resolve the issue, considering that the school cleaning contract has already been without a resolution for three months.
