The Orihuela City Council is continuing to seek a solution for the Consumer Voucher campaign after the selected entity, FACPYME, could not provide the required bank guarantee.

The Orihuela City Council, through the Department of Commerce led by Vicente Pina, is working to launch the Consumer Voucher campaigns. The Alicante Federation of Small and Medium-sized Enterprise Commerce (FACPYME), initially selected to manage the municipal campaign of 400,000 euros, has announced its inability to provide the bank guarantee required for the collaboration agreement.
The Local Government Board had agreed on July 28, 2026, to select FACPYME. However, after the requirement to establish a guarantee of 435,000 euros, the federation officially informed that it could not assume this guarantee, thus preventing the procedure from being completed.
In light of this situation, the Department of Commerce has continued to seek alternatives. Councillor Vicente Pina clarified that significant administrative work had already been done, but FACPYME's difficulty has necessitated finding a new solution to ensure economic support for businesses and residents.
The City Council is now working on a new procurement process for the comprehensive management of the Consumer Voucher campaigns, divided into two lots. One for the campaign funded by the Provincial Council of Alicante (with a maximum planned subsidy of 836,833 euros) and another for the Orihuela Voucher, with municipal funds of 400,000 euros.
Vicente Pina highlighted the Council's commitment to these campaigns, which are a key tool for local commerce. The announced public contributions total over 1.2 million euros, with the potential to generate economic activity close to 2.5 million euros.
The councillor reiterated that the objective is for the planned resources to benefit residents and local businesses, and that the necessary administrative steps will continue to be taken to develop both campaigns.
