The contract covers both vertical signs and painted markings on the pavement, including pedestrian crossings, lane lines, and parking areas. Five companies have submitted bids for a service initially set for two years, with an option to extend up to four, and an estimated value of €544,046.98.
The work will involve replacing damaged signs, updating obsolete elements, and installing new signage, as well as making modifications or removals according to municipal needs. Signage will also be adapted to traffic reordering plans promoted by the council.
Regarding horizontal markings, actions will be taken on key elements for traffic regulation and the safety of drivers and pedestrians, such as pedestrian crossings, lane separation lines, direction arrows, 'stop' signs, and reserved parking spaces for people with reduced mobility. The contract is justified by the need to improve road safety and traffic flow, given the insufficiency of municipal resources.
A fundamental requirement of the contract is the availability of an on-call team to handle urgent incidents, including holidays and non-working hours. This team must respond within a maximum of two hours from notification, with personnel available 24 hours a day, every day of the year.
The tender also requires a dedicated painting team with a minimum of five years of experience. Local police may request night or non-working day operations for justified reasons, without affecting the established prices for horizontal signage.
The bidding companies are Conservación y Movilidad Vial, Maquiver, Pacasa Movilidad, Serovial, and Señalizaciones y Obras Fernández (Seofer). The awarded contractor must maintain an updated municipal inventory of signs and pedestrian crossings, integrating the information into the City Council's geographic information system, and will submit an annual report of activities.
The selection of the winning bid will be based on the evaluation of price, organization, and service quality. The guarantee program for executing the work will carry the most weight (32 points), followed by human resources (20), the economic proposal and emergency response time (15 points each), and additional technical proposals and warranty extensions.
