The plenary session of the Benidorm City Council today approved, by a majority with votes from PP and Vox and the abstention of the PSOE, the award of the project and works for the ‘Benidorm Open Arena’ to the Temporary Union of Companies (UTE) formed by Gestaser-Urdecon-Plaza de Toros for an offer of 13,870,000 euros. This project is part of the EDIL Plan and the FEDER funds for the 2021-2027 period.
The spokesperson for the local government, Lourdes Caselles, detailed that the joint tender for the project and works, recommended by technical reports, responds to "relevant technical uncertainty" due to the structural rehabilitation, with pathologies that can only be precisely defined during the intervention. She also alluded to the "indissoluble coordination" between the structural reinforcement solution and the specific machinery of the awarded company, as well as the integration of the construction method into the project design for greater efficiency and optimization of deadlines.
The contract, co-financed at 60% by the European Union, includes three projects: the ‘Arena Live’, to renovate the Bullring as a multifunctional cultural space and de-seasonalize tourism; the ‘Arena Joven’, to create a multipurpose youth center for leisure and training; and the ‘Arena Encuentro’, to eliminate urban barriers and improve social integration and connectivity with the center of Benidorm.
Caselles congratulated the three projects presented, even though one was left out. She explained that, after opening the envelopes and knowing the scores, both offers presented the maximum improvement, but one proposed a reduction of 7.53% on the tender budget and the other 2%, leading to the award going to the former.
Furthermore, an expenditure of 2,707,110.56 euros has been approved for this year's work, with the forecast that by the end of March, 30% of the work will be executed to access a larger subsidy.
The plenary session also allowed access to the file for a company that was left out for not meeting the established benchmark. They will be granted access to the information, but not a copy due to data protection, and the suspension of the tender procedure is denied as it does not meet the legal requirements.
