The council is working on an initiative that will unfold in three phases. The first step is urban planning, involving a specific modification to the General Urban Planning Plan (PGOU) to permit the creation of these temporary parking lots on public or private land, as the current 1993 regulations did not expressly allow for this. The processing of this modification began in May and is now awaiting environmental and territorial assessments.
Subsequently, owners of vacant lots will be invited to participate in a rental tender, thereby ensuring the temporary availability of these spaces with full legal guarantees. Once these steps are completed, the third phase will commence: the adaptation of the lots for use as parking.
The City Council has already budgeted approximately 440,000 euros for the adaptation of four lots, including the Espai Festiu. The first lot to be prepared will be the municipal one next to the Centre Jove, with a budget of around 100,000 euros, which is already in the contracting phase. This space will offer a temporary solution while urbanization works are carried out in the Doctor Marañón area and accessibility projects begin in the Elcano neighborhood.
The Espai Festiu will be adapted later to serve as parking for the sports center area and as a space for recreational activities. Other available lots are also proposed for areas such as the end of Camí Nou avenue, the San Ramón and Monte de Piedad neighborhoods, and the central zone.
