Resolution 485/2026, dated September 10th, directs the Consortium to provide the requested documentation. This includes details on water and sewage tariffs, their revisions, investments made in Picanya and their financing, as well as inspections and analyses of the supplied water. Guillem Gil had initially submitted these requests in 2024 due to a lack of response.
Compromís points out that four tariff revisions have occurred since April 2024, three affecting potable water supply and one for sewage services, all implemented through automatic formulas by the private operator Aguas de l'Horta. The party regrets that political representatives of the Consortium were not informed of these modifications nor granted access to the cost studies.
The company Aguas de l'Horta manages the integral water cycle in several municipalities, including interventions in Picanya such as the renewal of pipelines in streets like Virgen de Montserrat and Bonavista. Compromís questions the lack of transparency in bill calculations, drawing a parallel with the information required from energy companies.
The appeal to the Transparency Council follows an action by the Síndic de Greuges (Ombudsman). In January 2025, upon closing an investigation initiated by requests from March and April 2024, the Síndic noted the Water Consortium of l'Horta's failure to respond within the legal timeframe to information requests and a previous resolution.
During an extraordinary assembly of the Consortium on November 18th, 2025, Guillem Gil reiterated his demand for explanations regarding tariffs and investments. The response from the Consortium's president and Mayor of Picanya, Josep Almenar, referenced Mónica Oltra, which Compromís described as a "distraction."
This claim is part of the legal situation surrounding the water and sanitation service contract affecting several municipalities. The Supreme Court had previously confirmed the nullity of a contract extension, opening the way for a new procurement process and service audit. Compromís insists that this new process should prioritize the interests of the municipalities and their users.
