The motion, approved in the July plenary session with support from the Socialist Party (PSOE), Compromís, and Quart entre Totes, along with an abstention from the PP and a 'no' vote from Vox, reiterates a request made in June 2024 that has yet to receive an effective response. Mayor Cristina Mora highlighted the urgency of having tools to control rental prices and facilitate youth emancipation.
The City Council urges the Generalitat to activate the procedure outlined in Law 12/2023, on the Right to Housing. This involves preparing a report that updates indicators on the evolution of purchase and rental prices, household economic effort, and the availability of affordable housing to determine if the municipality meets the requirements.
This declaration would allow for the implementation of measures to contain rental prices and fiscally incentivize property owners who reduce rents. The council also considers it essential to analyze the impact of the upcoming incorporation of 591 rental homes in the Molí d’Animeta sector.
Cristina Mora emphasized the need for the Generalitat to increase its commitment to housing policies and consider this new development. Current decisions will shape the future of the local residential market.
The Plenary also calls on the Generalitat Valenciana to increase investment in affordable public rental housing and to include Quart de Poblet in future calls for the State Housing Plan and regional aid programs for rent and youth emancipation.
Locally, the City Council opened the Municipal Housing Office last September to provide information, assistance with aid, rehabilitation, accessibility, and rental contract advice. It also promotes collaboration with owners of vacant properties and drives awareness campaigns.
These measures are in addition to other municipal initiatives, such as the prohibition of new tourist apartments, the allowance of commercial ground floors for residential use, and the reservation of social housing exceeding current regulatory requirements.
